If a PSP becomes unavailable, the traffic is diverted to other PSPs in a load-sharing manner, after holding the traffic for 'un32SeqControlTimer' time to avoid an out-of-sequence condition.
Allowed values are from 10 ms to 65000000 ms. An empty value deactivates the timer.
