Parameter: Processing delay low threshold

CPU congestion threshold to start dropping calls. This threshold is a delay in milliseconds for processing new incoming calls. When this delay is exceeded due to CPU congestion, some calls are dropped. Use 0 to disable this feature and never drop calls dure to CPU congestion.
