SCCP Route SSN Backup Point Code

If the route's SSN is unavailable, the SCCP stack will attempt to send the MSU to the first available SP among the list of Backup Point Codes.
- An SCCP route for each Backup Point Codes in the list must exist
- Only SCCP message with RI=GT are eligible to backup routing.
