Parameter: First Group Msg Timer

This timer activates when the "first group blocking" or "reset" message is received. Upon termination of the timer, the circuit group control block is freed. Only used in ANSI 88,92,95 and Bellcore. Allowed values are from 100ms to 6500000ms. A value of 0 deactivates the timer.
